Are private letters covered by fair dealing?

Whilst I am aware that the copyright of letters remains with their author, does the usual fair dealing exemption apply i.e. although I cannot reproduce them in full, can I still selectively quote from them for the purposes of "criticism, reviews and news reporting"?
