Are Filipinos lacking cl?

Philippines used to be the richest and best country in Asia immediately after WWII, now it's one of the worst not only in Asia but in the whole world, even a once worn-torn Vietnam and possibly Cambodia are surping Philippines as the fastest developing nations with a much higher GDP. There must be good reasons behind that make Philippines to remain in the same backward, corrupted, lousy situations as in the 50s/60s. Filipino Govt is definitely not the only one to take the blame, being a democratic country, the state of the govt merely reflects the standard, cl, expectations and everything of its people.
