What are some differences between Vietnamese and Cambodian gangs, back in the 1990s?

I think Viet gangs are more organized and motivated by money and power. Cambodian gangs are just crazy and kill for no reasons. Maybe that's why for a while, they were the hardest? In a way, it's rooted from Cambodia. The Communist in Cambodia killed their own people for no reason and invaded Vietnam with no real stratedgy. Vietnam invaded by and now Cambodia is a puppet state of Vietnam.
