Is it possible to have a full-ride to any college/university you want?

So , I met this self proclaimed SMART-*** claiming he has a full-ride to any college/university he desires , EXCLUDING "arty-fags schools"i.e. tisch, etc.., he said something about the SMART scholarship and DOD(Department of Defense). Hes basically claiming he has a fullride to big name colleges/unviersities such as Harvard, Stanford,etc...
